ثانيا: ماوقع خطابا لأهل مكة (يا أيها الذين أمنوا)
ثالثا: عند الجمهور: أن المكى مانزل قبل الهجرة وإن كان بالمدينة والمكى مانزل بعد الهجرة وإن كان بمكة.

a. Explaining worship, muamalah, hudud, kinship, inheritance, jihad, social relations, government regulations regarding peace and war, as well as issues of law forming syara '
b. Appeal against the scribes of the Jews and Christians and an invitation for them to convert to Islam, a description of their distortions of the books of God and away from the truth and they dispute the knowledge came to them because of envy among themselves.
c. Reveal the behavior of the dangers of hypocrisy and religion
d. Long syllable with the language style of the Shari'a and establish clear goals and targets.
